The mission of AIDS Services of Austin (ASA) is to enhance the health and well-being of the community and people affected by HIV and AIDS. For more than 25 years, ASA has provided a continuum of services to the greater Central Texas area.

An exciting opportunity to join ASA as Chief Financial Officer is available. The Chief Financial Officer supervises all accounting and financial activities of the organization as well as oversees agency human resources, facilities, and technology/network systems. The position serves as an integral part of the agency's executive team, leadership team, and grants team, working cooperatively to ensure the accomplishment of the agency's strategic goals. This position is a full-time, exempt position reporting to the Executive Director.

Essential Tasks:
Provide overall management to the Finance Department and ensure that the financial and accounting systems are operating in accordance with GAAP standards, that the agency is financially solvent, and that financial systems and controls are adequate to protect the assets and reputation of the agency.
Supervise the Accountant in the accounts payable and receivable processes, including client assistance programs.
Maintain policies and best practices for purchasing and accounting; supervise the maintenance of inventory management.
Develop, recommend, and maintain financial policies in conjunction with the Finance Committee; develop and maintain procedures necessary to implement policies.
Prepare monthly financial reports, including income statement, balance sheet and cash flow statement, for executive review. Prepare ad hoc strategic analysis and forecasts as requested by department leadership, executive staff, and Finance Committee.
Oversee the annual budget process, including working with department leadership and Executive Director to ensure that the budget meets the grant-funded programmatic services and strategic goals of the agency. Monitor budget in order to make recommendations throughout the year.
In partnership with the Grants Manager, provide overall financial management of private and governmental grants, including budgeting, monitoring, and reporting. Serve as liaison with funders for all fiscal reviews and monitoring visits.
Ensure that the agency's annual audit is completed in a timely manner and without findings.
Coordinate payroll and timesheet completion to ensure timely payroll functions and compliance with federal and state payroll laws, and serve as liaison with benefit vendors, including health insurance broker, third party administrator, and 403(b) plan vendors.
Ensure the timely filing of the agency form 990 tax return.

Hire, train, supervise, and evaluate the finance, human resources, facilities, data, and technology staff.
Ensure that agency technology and network are adequate to meet the growing needs of the agency and that staff has adequate training to use agency technology.
Oversee the Human Resources functions for the agency. Supervise the HR Manager in representing the agency on HR issues. Advise appropriate parties (ED, Board, Legal counsel, etc.) when necessary. Work directly with HR Manager to develop a comprehensive training and orientation for staff, create procedures, enforce policy, and reduce risk.
Manage staff who oversee data compilation, integrity, and reporting in to the state centralized and other funder required databases. Ensure that all data sources are reconciled, grants are billed properly, and security measures are in place.
Ensure that the agency facilities are safe and secure. Oversee staff who manage relationships with rental facilities and storage facilities.

Lead staff in ensuring that agency insurance needs are met, and serve as liaison to insurance broker for all liability insurance (D&O, general, workers' compensation, vehicle, crime, etc.).
Work as part of the executive team and leadership team to provide leadership and ensure that the agency meets its strategic goals.
Serve as member of Finance and Investment Committees of the board of directors. Facilitate the development of committee priorities and strategies. Perform work to provide the volunteer leadership with information to make decisions or ensure accountability.
Participate in three ASA major fundraising events, including the AIDS Walk, on an annual basis.
Perform other duties as assigned by Executive Director.

Knowledge, Skills, and Abilities:
Strong cash management and financial analysis skills
Ability to demonstrate good judgment, maintain strict confidentiality standards, and adhere to professional standards as defined by GAAP and state and federal regulations
Ability to think strategically and participate in strategic planning process
Ability to make decisions in accordance with organization's policies, procedures, and guidelines
Ability to prioritize and manage multiple projects
Ability to work autonomously and in collaboration with agency workgroups
Excellent interpersonal skills to form and build relationships internally and externally
Ability to work comfortably with individuals of diverse cultures, ethnicities, socioeconomic backgrounds, sexual orientations, and gender identities and/or expressions
Knowledge of the broad principles and practices of accounting, human resources, information technology, and administration
Skill in operating office equipment, such as a personal computer, calculator, copy machine, facsimile machine, and telephone system
Strong skills in Microsoft Office programs, including but not limited to Word, Excel, PowerPoint, and Access
Ability to perform routine walking, standing, bending, lifting, and stooping during the course of day

Education and Experience:
Bachelor's degree in accounting, business, or highly related field required; graduate degree preferred
Certified Public Accountant preferred
Five years of experience in financial management required
Proven staff supervisory experience required
Excellent accounting skills and comprehensive knowledge of acceptable accounting procedures required
Nonprofit accounting experience preferred
Knowledge of technology and technology administration required
Experience in managing multiple funding sources, including public funds, strongly preferred
